All skills with CD less than 4 sec shouldn't proc aftershock

All skills with CD less than 4 sec shouldn't proc aftershock as i think.
At least when without -BO mode.
Skills with CD 4 sec or higher only able to proc Aftershock.

Such skills as:

  • Viscous Nasal Goo
  • Quill Spray
  • Arcane Bolt (level 3 & 4)
  • Mystic Flare (aghanim ver lvl 3)
  • Life Drain (agha ver)
  • Blink Strike (Riki ult)
  • Rearm (lvl 3)

Should not proc Aftershock in my opinion. At least when not in -BO

Life Drain has been fixed already.

My new witchcraft idea is anti-aftershock.  It steals mana with every enemy spell cast.
