How to disable Neutral Creeps from spawning

Once i played an older version where I can enter -no neutrals command after I entered regular mode commands. How do we do this with latest version?

Dear creator of LoD, thank you for this great enjoyment.

 

Please allow me to suggest so host or blue slot can opt to exclude any skills he/she want. For example I don't like 1-hit build to be in-game, it would be cool if I can ban tini's ulti.

I am very sure this would be a very welcomed feature by many.

Please consider it.
