So this bug happend to me twice , and here is the info : 
I picked  morphlig stats  + transformation skill ( first time arctic burn , second time Flesh golem )  and for ulti False promise , and sometimes after i activate transformation , and cast False promise it does not go to cooldown and i`m able to cast it again and again  untill my mana is over ..
