haste and bala passive + nighttime make hero fun crazy fast.  Is it supposed to be this way or is there supposed to be a speed limit?

Engine speed limit.

Engine does not allow a unit to walk faster than 522.

This has been bypassed with coding on few ocations.
- Bloodthirst, Chronosphere.

As for details how they did it, I simply dont know. It's a forced movement event that triggers on your orders given to the unit.

Also banehollow's Shapeshift (wolf form) makes a hero to run 650 ms, bypassing the limit of somehow.

DotA 2 6.82

and generally, 522 is just a soft limit. It should not go over 522 by means of items or skills that do not state that they can go over the limit (such as thirst, shapeshift, charge or chronosphere)

Engine limit por favor :P

The limit of 522 is only bypassed by coders. No single ability in the game allows this (besides dota abilities).

Any item, ability and buff in the entirety of wc3 will not exceed a units movement speed above the 522 limit.
- Projectiles can however.

As it is now, above 522 is strictly a dota thing.
