Make the sceptered version able to sunder down to 1% of their hp at level 3. (15-->1) Each level drastically reduces the % you can sunder to.

Sounds like fun honestly. (Asshole tactics to be precise, but those are always the most satisfying.)
But as the suggestion is, 1% vs 15% is barely recognizable as the powerdump Aghanims should be. Basicly not enough.
In my oppinion:
- Decrease cooldown even further
- Longer cast range
- Increase the ministun duration to 1-2 sec duration.
Either of them will make a significant diffrence. Though I admit lower cooldown only allows you to single handed wreck teams if left uncontroled/ to do as they please.
And I recon that if this 1% is implemented on agha for Sunder, people will get it instead of dagon. Virtually achieving the same effect. With either and/or multiple suggestions added ontop of that - sunder may be used in a new way it couldn't before.
