how about 15% to 45% under hit proc

0.3 passive cd to 0.45

which makes it a merely a pickable skill.

That's gonna be insane and should turn to passive only)) It's an addition to active part, not vise versa

but now it's very weak. it need more than 10s to reach max 36% damage amp for self.

this passive is design for tank & warrior who fight in first row, but it didn't provide any direct damage or damage reduce for self.

mostly only triggers 1 or 2 time before dead.
