I have a suggestion that you can turn back the Rearm lvl with a new operation that it's like refresher orb. I think it can be a good suggestion that it turns back with this operation. It means that when you use it your lvls are being refreshed, and also with the Aghanim, your items are being refreshed, too. But I think it mustn't be done in the refresher orb ( it mustn't refresh this item) or another items....

please think about my suggestion.

what's the difference then
just an aghanim Scepter has been added then ( not even a nerf )
The problem of rearm is not refreshing items , is the spells
but wait for it 
it will make a return in another function (krappa)

Seems TC want to give Rearm instant use and long cooldown

Seems a bit boring to just 1:1 copy something that is already in the game (refresher). It will probably return eventually in some form but if it isn't balanced and creative at the same time, why bother?
