But why? 0 cast time was a bug, just like it would be a bug if spells in lod had 0 manacost based on which hero you pick. Razes in dota were designed to have a long cast time, it's part of the spell's balance. Cast time is a spell property just like cooldown, spell damage, cast range, etc.
It makes 0 sense to base a spell's properties on which hero model you pick. That's simply a bug that was included at the start of the map's development, because it was difficult & time-consuming to fix it back then.

razes used to be disgustingly op. 0 cast time/320 pure damage per raze/3 razes in 1 second. Disgusting.
