Actually, while rarely picked, it does totally screw up chain-casters. By comparison, there is nothing at all to screw up chain attackers.
Add an ability that disarms enemies for, say, 1,5 seconds after every attack!

This is a game mechanic known as "Silence".
- It is currently working as intended.
As for your suggestion, open a new thread for making suggestions on adding more "Disarm" abilities.
Personally, one that disables all attacks for 1.5s per strike made just sounds game breaking.
- If so: This ability has a buff duration.
Otherwise for your gameplay needs you can use spells like "Drunken Haze", "Incapacitating Bite", Evasion abilities (Blur and Drunken Brawler) to counter attacking heroes.

There are 2 good spells to try and somewhat limit carries - laser (countered by bkb and mkb, all dispells, bt (the super popular glass carry ultimate), and decreptify.
All of the abilities you listed are useless vs carries past early game. Which you will lose if you take them.

lol terrible analogy... One spell can do 300 damage 7 min into game. Attacks can not
But last word is indeed pretty annoying to casters. In some platforms it's banned

Crabe's Last Word works not correctly now as all other after-cast abilities: Fiery Soul, Static Field (fck it) and others
Reason: all of it procs from some new artifacts (Battle Fury, HoD, Guard's greaves etc.).
that's really problem when you uses greaves to remove silence and take silence from LW. It should't work so.
In our closed games LW is in AB list for long time now because it really crashes games. But it's our problem we've 14 "imbalanced" or bugged abilities in AB now (at six skills + 3ls) but this theme is not for this topic.

bkb counters last word. Last word counters perma stun and mc. Nothing broken there....

It requires nothing but your presence and in return you screw up every caster in a range.
Gives too much for very little effort / investment.
My suggestion would be to change it into active spell, once activated it turns into aura (as it is now) that has:
- 900 AOE
- duration of X seconds
- CD of X seconds
- X mana cost.
