i got your point but mode doesn't determine people's skill level. Again it's fair if both team can pick op skills.
Long story short:
People who can fk you up in 6-skill mode - can still fk you up in 4-skill mode or normal dota
remove scepter bonus from relocate/nerf relocate

People pick their mode according to skill level/effort.
Long story short:
People who can fk you up in 6-skill mode - can still fk you up in 4-skill mode or normal dota
It actually goes in reversed direction.
