HCL scripts are what you type in the hostbot lobby, for example !mode rgc and when the game starts, it will automatically enable that mode. It's generally used to enter the mode as quickly as possible and to prevent troll modes from being entered by player blue.

does it work in lan? or can I add it to the map directly ?

It does work with hostbots which have that sort of mechanic implemented.
