How does cheat death work? ( the heal part only) and does it affect direct hp removal skills like reaper's scythe, culling blade and etc?

The same way as other triggered heals do.
Also Reaper's Scythe and Culling Blade aren't direct hp removal, Scythe deals its damage like normal and Culling Blade removes buffs before dealing 100k damage for the killing blow.

soooo cheat death can reflect those damages?

Scythe? Sure.
Culling Blade? Probably obeys the same rules as Blade Mail so damage exceeding 3000 will not get reflected.
