Ice Blast debuff deals no damage over time and the visual sticks for far too long (probably Poison Nova timer?)
Raise Zombies' death doesn't heal.
Octarine Core should also reduce passive abilities and items' timers, i.e. Counter Helix, Basher etc.

- Reduced duration from 10/12/14/16 to 10.
- Increased damage from 15/20/25/30 to 16/24/32/40.
- Reduced cast range from 900 to 750.
- Increased movement speed bonus and slow from 10 to 12%.
- Reduced manacost from 75/85/95/105 to 75.
