Adds +1 charge of chosen skill (like upgraded Rupture/Nether Swap, Leap...), except ultimates. No more than 1 upgrade for the same skill.
Leveling grants +1 upgrade.
It is like having multicast, but it is guaranted second cast and you can choose when to use/differe target. In other hand, you pay y% extra mana (based on skill cost, let's say 150% the mana cost) for the second cast.

Mimic the last spell casted. Leveling reduce rearm cooldown and reduce the last spell casted cooldown by x%, if it is on cooldown.
